First: The duties of the editor-in-chief in refereed scientific journals
1- Setting the general policy for publication in the magazine.
2- Receiving the research sent for publication and sending it to the members of the editorial board, according to the specialization, for the purpose of starting the evaluation process.
3- The editor-in-chief considers complaints submitted to the journal in issues related to the ethics of scientific research.
4- The editor-in-chief can suggest members of the editorial board or replace the existing members, and this is approved by the issuer of the magazine.
5- The editor-in-chief has the right to reject research submitted for publication in the journal that does not fit with the journal’s specialization or publication policy.
6- The editor-in-chief is not entitled to grant a decision to accept the publication of research in the journal unless the evaluation process is completed and the residents recommend the publication of such research.
7- Follow up on scientific matters related to research published in each issue.
8-Following up the preparation and final output of the magazine’s issues and publications.
9- Considering the possibility of granting financial rewards to residents, according to his assessment of the financial position of the magazine and valuing their efforts.
10- He presides over the meetings of the editorial board of the magazine.
11- Obtaining the fundamental approvals to assign the administrative staff to the administrative and technical tasks required by the work in the magazine, which are under his supervision, and he evaluates their efforts.
12- The chief editor can perform the duties of an editorial board member.
13- The editor-in-chief performs the duties of the editor-in-chief when necessary.
14- He shall be responsible with the editor-in-chief for the implementation and compliance with all the Ministry's decisions related to the work of scientific journals.
Second: The duties of the editor-in-chief in scientific journals
The managing editor is considered the executive director of the magazine and performs the following tasks:
1- Sending research papers to residents and following up the evaluation process and correspondence related to the journal.
2- Heading the exchange and procurement committees for the magazine.
3- Follow up the financial aspect of the magazine with the editor-in-chief, how it is financed, and classify its revenues and expenses.
4- Follow up on delivering the magazine to local and international bodies, marketing it and expanding its reach
5- Creating the conditions and conditions necessary for the issuance of the magazine’s preparation on the specified dates.
6- Preparing the draft budget for the magazine and presenting it to the editor-in-chief.
7- Performs the duties of the editor-in-chief when necessary.
8- He shall be responsible with the editor-in-chief for the application and compliance with all the decisions of the Ministry related to the work of scientific journals.
Third: Tasks of the editorial board in refereed scientific journals:
The editorial board of scientific journals performs the following tasks:
1- Suggesting the names of specialized evaluators to evaluate the research submitted for publication.
2- Setting the annual scientific plans for the journal, drawing up its strategy and evaluating it periodically.
3- Determining whether the issue of the magazine is issued on a monthly, quarterly, semi-annual or annual basis and according to statistics and realistic justifications.
4- Expressing an opinion on various scientific issues and deciding on complaints related to the ethics of scientific publishing.
5- The member of the editorial board performs the final audit of the research accepted for publication, which falls within his scientific specialization in terms of its compliance with the ethics of scientific research and the terms of the Committee on Publication Ethics (COPE) and the rules of publication in the journal, as well as following up on the required amendments to the research to be published at the request of the editor-in-chief.
6- A member of the editorial board has the right to evaluate research that is compatible with his scientific specialization.
